Answer#1.  Because I can.

Answer#2.  It'll often depend on how small the mail packet is.. if

           there are only a few messages come in then it isn't worth

           copying the packet across to the C= for reading/replying.

Answer#3.  Because my OLR is constantly under development I often find

           myself with a 'broken' version, or I have a 'sample' mail

           packet set up to use for test purposes and it can often be

           inconvenient to swap over to a 'real' mail packet.
