Paramount didn't liscense much, because it was not thought worthwhile.
Of course that has changed.
The only thing trademarked from the TOS are the name of the show, and 
ENTERPRISE NCC-1701.
All else was trademarked AFTER the reruns and then a few years later, aaround 
the 70s..
