Hmmm, well, I have no idea where I am going with this, except that it
-might- be connected in some way to the image of the beast. I first
came across the Peking Homunculus in  Doctor Who episodes - The Talons
of Weng-Chiang. The homunculus was a living ventriloquist's dummy
with the cerebral cortex of a pig.

Homunculi, golems and chimeras are not my particular interest either, 
but genetics & medicine are moving in the direction where they might
be possible.

I don't know that the census is proscribed; e.g. Mary & Joseph went
to Bethlehem to be taxed in accordance with the decree of Caesar
that all the world should be taxed - they might have refused if they
felt it was forbidden. Governments etc would not be able to function
effectively if they had no idea how many people to provide schools,
hospitals, transport & infrastructure etc for, & no way to estimate
future growth. However, they are tending to go beyond merely counting
for service provision to detailing and recording and controlling every 
aspect of life.

Yes, there are two sets of markings, sealings, or numberings to take
place. There are quite specific numbers of seals, angels, servants
of God etc, for the various purposes and tasks. E.g. the 144,000 of
all the tribes of the children of Israel, the seven angels, the seven
trumpets (etc).
