Vern as far as your theory about the helmets slipping inside the hood that is very possible. But there are cases in which hat covers bind up stopping the helmet from sliding and in turn causing the neck to moveforward pass the head. These case caused neck injuries and to what extent, I am uncertain. If the road had a little bit of grit it can catch any soft material such as a hood or helment cover.
