It's rather more complicated than that. 
The rule for DST in the US (and probably in Canada as well), is:
Switch to DT on the first Sunday in April.
Switch to ST on the last Sunday in October.
That's bad enough. Worse is the problem of keeping the adjustment from
happening more than once on the given date.
