You need a TURBOC.CFG and a TLINK.CFG on your PATH detailing the
include and library directories that BCC and TLINK should use. The
contents of those files are simply the command line options to the
respective programs.
Normally, those two files are created for you as part of the install
process (BC++OS2 uses CFG files found on the PATH, as opposed to
environment variables, which makes it quite easy to run alongside
other C++ compilers with little trouble).
