In LORE_250.ZIP is CONFIG.EXE .
Run it, , elp, elp_Contents, 4th option of
4 (by mouse or TAB) is
[ LORE Software Developers Kit ],
which says for those interested it's available from the authors (present
tense, 1998), and lists various things it provides. It neglects to give a
filename.
