subject: How to: detect a server

Can anyone help?
I am a jr. level programmer, but I have no internet programming experience. 
All I need to complete a job here is to get my application to sit around and 
detect when another program (such as a web browser, chat program, etc.) 
connects to a specific server.
Someone suggested I could create a winsock and wait for an on_connect event. 
Then, I could retrieve the IP and make a simple comparison. This sounds 
reasonable, but  a) I don't know if this is a correct theory  and  b) if it 
is, I don't know how to go about doing it.
I have looked at DWinsock and played around with some of the examples, but I 
could not get any reaction whatsoever. 
Does anyone have any ideas, suggestions, code? Anything at all would be 
greatly appreciated. I am working in Win95 and Delphi 3.
