    Bill Clinton has said that it is his goal for every kid in America to get 
a HS degree.  The whole problem, as we agree, is that every 12th grader has 
not mastered 12 years of material!  The objective of a 100% graduation rate 
is incompatible with the objective of every graduate mastering 12 years of 
material.
