Many Windows comm programs don't implement the ANSI flashing.  It takes
too much effort to emulate the flashing in a graphics screen that is
automatic in a hardware screen.  Since everything is on a graphics
screen, if you want something to flash, you have to do it yourself.
If you've got a fast enough computer, it isn't that big of a deal, as
far as CPU power usage.
Some comm programs do it though.  I think the newer T4W does it.
(I don't know, I don't use the Win version.)
As to where to get it... Check the docs and you should find several
'official' places that carry the latest version.
