Yes, you have brought it up many times, to the point of becoming a PITA.

The answer to the question you raise in the subject is "it will never be fixed
because it is not broken." The FTSC documents current practise and current
practice in FIDONET iS that positive offsets are NOT prefixed with a '+'. 
FTS-4008 correctly documents this current practise.

The fact that others outside Fdidonet do it different is of no consequence. The
FTSC documents Fidonet. The fact that you disagree with that is also of no
consequence.

It will not be fixed because it is not broken. Hence it is not an issue that
requires interaction between the FTSC and the Fidonet community. It is
therefore off-topic.

You have been asked several time to drop this issue. Now you are no longer
asked.
