Actually MS are sensible enough to include their DDKs on the MSDN
subscription.  IBM seem hell-bent to turn a profit from developers
(rather than considering them to be a valuable asset worth nurturing and
encouraging) so they charge an arm and a leg for a collection of
outdated tools :-(
