Absolutely.  It wasn't too many years ago an ANG E-6 (Staff Sgt) was promoted 
to Major General (2 stars).  How does such a leap occur?  Politics.  He was a 
supporter of the recently elected governor.  I believe the state was 
Connecticut but I'm not certain.
I suspect there are programs to take the ladder a rung at a time, but 
politics will get you everywhere in the National Guard.
