It's an encapsulation mode (think tunnel-type) for running IP through ATM.
You don't log in, you are simply one end of a point to point to a router.
And it's always on.

Static IP means the address is _yours_. And the way we set up the Cisco's,
the ATM virtual circuit you come into the router over dictates your IP
address, so nobody else on your subnet can steal it.
