You didn't mention the case where an officer is dispatched to a (in your
terms) full emergency. He hits the blues and almost immediately
dispatch says, "disregard". I've seen it happen more than once. With
Mr. Murphy running things as usual, it will probably happen somewhere
near an intersection.
