I wouldn't assume that Rexall is selling herbals because they are good for
you: they sell liquor, potato chips, and candy as well and they all have
negative side effects to varying degrees. They aren't passing judgment on
the value, they just calculate that they can sell them at a profit.
The same applies to prescription medications as well, of course.
