As far as I know there are currently no FTS documents specifying character set usage in ftn messages. There are a number of FSC/FSP documents proposing such usage. But if you combine those documents, they together certainly propose a number of additional character sets. And I also believe that some of them primarily propose a framework for the usage of different character sets.
