Well, with MAKENL, it can be any of a dozen rates listed in the config.
With the newer program, I'm note sure what the limit is. But the Z1C or
the IC, I forget which, has had this placed in the comments at the end
of the nodelist:

And since the limit for a "voice line" is that of an ISDN B channel,
I'd say limiting your program to 64000 is more than adequate. Ruling
out "oddball" rates between 1 and 64000 is more of a problem.
