Stuffing keystrokes is done with a keyboard device monitor. This only
works for full screen OS/2 sessions (not dos sessions, not OS/2 windows).
I coundn't find a stuffer sample in a quick two-minute check; if you are
still interested (with the stated limitations), let me know and I'll look
harder.
Here's a sample that monitors the keyboard (but does not insert new keys):
