Binkley, a popular free with source-code available mailer, has
used version 2.2 packets; probably all the way back to version
2.40, the first domain-aware release that's now a decade old.
(Current versions of Binkley, made in '98, are Binkley 2.60A [a
Y2K patched 2.60] and BTXE/XR6.) I run Binkley 2.60A at my own BBS
on 1:278/201, and have lived in areas in the US where it was by
far the most popular mailer.

Thom Henderson dropped out of FidoNet long ago.

Probably not many; it used to be somewhat popular in Henderson's
home state, NJ. Since it's the main mailer that uses the XP flag
in the nodelist, counting those may yield an estimate.
There's scores using Binkley though. However since it supports
[it's author invented this] YooHoo with domain extentions and, in
it's most recent versions, EMSI; the issue of supporting 2.2
packets within a mailer; though nice, is not a mission critical
issue, because Binkley is only a mailer; it doesn't create PKTs
from the netmail area. Netmail is packed beforehand in the Binkley
environment, Opus style, so typically the only times one would
encounter 2.2 usage with Binkley is for "lotek" sessions and for
packet responses to failed file requests when Pktrsp is activated
in the config file from the 2.60 release on.
