It would depend on the actual implementation of the curriculum. I can
envision such a curriculum which would still allow an appropriate amount
of local control.

All proposals for National Standards that I have so far hear of, are
proposed as voluntary.

National Standards do not necessarily imply Federal Standards. It doesn
not necessarily imply involvement of the federal government. National
Standards could be written by an independent body of education
professionals who did not hold any government positions. There are many
ways that this could be implemented.
