Perhaps they know that the ECPA has little to do with the fact
that people listen to stuff on their scanners. Maybe "not enforced"
will come before "overturned".
Probably will not be overturned for a few years, as that would be
like saying "hey, we passed a stupid law that cannot be enforced."
