I know that. It shows that the FTSC has not described standard practise. 12
is not nearly 'any value'. In fact it is no more nearer to 'all values'
than the previous list of values.

Than that has become the new standard practise.

When designing specs that run beyond current practise one should:

A) Describe current practise.

B) Describe the limits for new applications.

You saying that adequately shows my point. An upper limit /must/ be
specified or else we will again see applications come to light that fall
short of reality.

I sat that because you are wrong. One can combine two B channels to achieve
128 kb/s. It is regularly done and some time ago there was even discussion
about the usefulness of introducing a flag or a set of flags for this
capability.

How about IP connections? Speeds of up to 100Mb/s are conceivable.

Let's not make the "xyzzy ought to be enough" error again.
