The Queen was essentially just a drone that had been programmed to be a
mouthpiece for the Borg.  Given that the Borg ship was separated from
the rest of the collective, she may have had somewhat more autonomy
than, say, Locutus did, but that's all she was.
The term "queen" is just a convenient term, but not particularly
descriptive of what role she played.
