The only way to accomplish what you are asking is to locate
someone who obtained PB35 legally and no longer wants it,
so they are willing to transfer their rights cheaply, or
freely. Because PB35 is a new product, and a desirable one,
the number of people who fit this description is probably
very small.
 
But, who knows, maybe luck is with you.
