Back in the days when the majority of BBS users were still at 2400 or less, USR came up with the option to lock the port only on error-correcting connections. This helped allow the non-ARQ users to have hot hot-keys, while getting the most out of error-correcting connects. These days, most users are at 14400 or higher, so this option probably isn't used much anymore.
