It has always seemed so to me.  And it does make sense.  Naturally occurring 
"fresh" water will still have some salt and other minerals in it.  Tap water 
has had all of them removed.  There is also some stuff you can get that adds 
the minerals of specific bodies of water.  I have a tank full of African 
Cichlids from Lake Malawi, and if I forget to add the Malawi water 
conditioner the fish get itchy.  It's actually kind of funny to watch them 
scratch there sides on the rocks!  I didn't know fish were capable of 
ching.
