Yes, I think we did have this discussion a few months ago, but like all
poorly written rules, the discussion never ends.
My favorite poor wording is 4.09(b) which says, in part, "...the umpire
shall not declare the game ended until..." Now, that's not exactly the
same as saying "the umpire SHALL declare the game ended when". Does one
mean the other? If so, why didn't they write it that way?
... That's not a bug--it's an undocumented feature!
