I've seen the same thing, tire wise, just walking down
the Wal Mart parking lot.  I've talked to people and
when the found out I do most of my own mechanic work
they would ask me why their brakes were making a noise
when ever the used them.  When I asked how long it had
been since they had changed pads/shoes then looked me
like I had two heads.
You want horror stories you should talk to my brother-
in-law who is an inspector.  In Missouri you have to
have your car inspected by a certified inspector before
you can get your tags.  Part of the inspection is
pulling one tire and wheel and checking the brake
pads/shoes and rotors/drums.  He has told stories I
have a hard time believing.
