These days I receive practically no messages from zone 6 and even fewer in Chinese. Maybe it's still used. Look at the character code table for Big-5 and I believe you'll find that they have taken care to avoid the sort of problems you mentioned. At least technically, UTF could be used as transport encoding to use Unicode or ISO-10646 in ftn messages. I don't think that I've ever seen it used in messages originating in a ftn network. However, UTF encoded messages are appearing to Internet. Since there are a number of gateway programs around, I could well imagine that one or the other of them would translate such an Internet message into a ftn message. With UTF encoding unchanged.
