I basically recommend to NEVER install a program over an already existing
version. Nevertheless, you can do it with Telix. Telix resp. the
installation program won't overwrite an existing TELIX.FON file, however,
I suggest to make a backup copy of the complete existing TELIX path before
running the installation anyway.

It sounds that you'd have corrupted version. Or try installing it in
another driver/path/directory! Do NOT run INST.EXE separately, always run
INSTALL.BAT to perform the installation!

I'm not sure if the original files are packed using ARJ. I fear, the
archive was modified, because deltaComm usually packs its archives using
PKZIP. You should try to get an original copy of the shareware version
directly from deltaComm BBS in USA or from the "ELSA Online BBS in Germany
(+49/241-9177-981 (V.34), +49/241-9177-7800 (ISDN)).
