Have you considered Watcom? It is hosted on just about all platforms
and targets just about every other platform. It has support for
Microsoft Foundation Classes v2.5 and compile 16 and 32 bit DOS and
Windows programs. It can even compile OS/2 text mode and
Presentation Manager programs.
