Not "some" ISP's. LOTS of ISPs (including netlink) use one or
more of the major Blacklists. spamcop, osirusoft, maps, spews, and about 3
or 4 more are very popular ways to stop spam. Not because they force the
ISP to boot the spammer but because they actually do stop spam.

Only ISP's I've ever heard talk like they are a bad idea are the ISP's who
keep letting the spammers on the net.
