No, it isn't.  It just requires a license.  There is nothing in the
license requirements that state you must define a need, therefore it
is a "shall issue" unless certain conditions exist.  There are about 7-8
of them and they have to do with felons, mental adjudication, etc.  Now,
I agree that the requirement for a license will lead to abuse of the
system.
