Didn't Bill Clinton add to this confusion ?  So what you appear to be 
saying is that while our government run schools teach sex education, 
they must not be doing a very good job since STDs and teenage 
pregnancies are on the rise.  That would put their success rate with sex 
education about on par with many other things they fail at teaching.
