  Probably; as you may have noticed, vehicles in SW can't change elevation.
  It would probably end up being more like Necrodome, if you've heard of 
that; basically, you'd have a big arena, with the occasional tower or water 
pit.  Since you can get in and out of vehicles, you could put in spots which 
are on-foot-only, like places to get keys, etc.
