Los Angeles is a poor example - they have the largest area to cover per man
of
any of the cities, and they have only around 8000 cops in toto. Here in
little Baltimore we have more than 2000, and not near 1/4 of the area.
I think Tom probably knows pretty well what's going on other places. There's
this thing called Networking - and when you've been in any business for a
while you learn to do it, or you don't progress.
Frankly, I think you've found your whipping boy in cops.
