I guess I didn't understand exactly what you were saying.
For an RBL to work it has to be dynamic, change has to happen as the
spamming is taking place in order to block the spam. You cannot delay the
blocking or the spam gets thru before the block happens. The level is not
one of being blocked more widely but instead one of how long it takes to
get off the list. If you get on the problem right away you get off the list
right away, if you wait a long time then it takes longer to get off the
list. That's what the spam ratio does. The more complaints the worse the
ratio and the longer it takes for the ratio to return to an acceptable
level.
