Definitely. I've been talking from an end-user POV, which makes me wary of
false-positives and collateral blocking of non-spam.
Some kind of (preferably automatic) SpamCop-like blocking system at the
individual ISP level might be interesting. I'm thinking of a setup where
individual users report spam to their local ISP, who blocks the source if
there are enough reports. In turn, the ISP reports blocks up to their
upstream, maybe not immediately. The blocking then propagates upwards,
becoming more and more widely used.
The higher up the tree the report gets, the longer it takes for any
unblocking to filter back down so the duration and severity of the spamming
feeds back into the blacklists, making the sentence proportional to the
crime.
Now you can rip my nice shiny idea to pieces .
