I found that cantilever brakes didn't do a good job stopping whether my bike 
was fully loaded, unloaded, in the rain, in the dry... never.
I removed them and put side-pull caliper brakes on the bike.  Now it will 
stop.  Stopping is good.  Helps to avoid crashing into things.  :-)
