Ultimately it would be translated into pixels of course.  But
think of it from a programmer's point of view.  If he could
design it once and it would work right at all screen resolutions
(present and future) it would save a lot of work.  The
programmer would be able to specify the size of forms, etc in
terms of how big they should appear on the screen.  The present
system is a violation of the "Rapid App Development" idea.
In my proposal, you could size the form (or whatever) to a
certain size, and then optionally have Delphi make sure that it
appears the same size independant of the screen resolution the
user has.
Anyhow, this method could be an option.  You could still specify
everything as a fixed number of pixels if you wanted to.  So if
you want to use 640x480 and use a font that is 6 pixels high,
and challenge people in 1999 to read it with their 3200x2400
resolution - you can.
