When I lived in Denver, in the early 70's, I rode a motorcycle to/from 
work year round.  I watched the TV weather forecast pretty close.  I 
awoke one morning to find 10" of "partly cloudy" on the ground.  At 
least that's what the TV weatherperson predicted.  Simple forecasts for 
those people...Summer) Partly cloudy with a chance of rain...Winter) 
Partly cloudy with a chance of snow.  That would hit 50-75% of the time.
