Dont know about it status but it can be freely downlodable from MS ftp site.I 
dont rememmber exact path but it can be found at 
            ftp://ftp.latnet.lv/pub/MsWindows/WFW/tcp32b.exe

Easy .. run network setup at wfw -> setup -> add protocol -> unlisted -> dir 
where u extract that file -> tcpip .. -> correct settingsand its working.

No I simply mentioned it to say its kinda stable (as stable it can be ) 
for wfw and it can be used for all that network crap :)

Lets return to this if you will have problem with wfw  win95 networking ( 
file sharing).

Secure ? Windows ? You joking ? If there are only users - oki put up a 
passwords. If you want something more put on one off computers NT (if it will 
be wingate computer it would be cool) and then you will be able to improve 
something in plan of security.
    About speed. It depends on many factors and I cannot say how exactly fast 
it will be. On 10Base-T (10mbit) i had ~800kb/s (both 3com Ethernlink III) if 
noone worked on "server" on 10Base-2 it can be much slower or same :) And 
again it depends on many factors :(
