I did. I received a silly reply informing me that the IP address had been
blocked by SpamCop. Duhhh.
On the RCN newsgroup, however, the head of e-mail services indicated that
the IP block had been listed with SpamCop but had been quickly delisted.

I see. So I can assume that the recipient's ISP uses SpamCop?
