be broken down into two individual statements.

You are suggesting that one of the statements is:

New programs always generate one.

Now I ask, generate one what?

The true statement is:

It is suggested that new programs always generate a tearline.

At least, that's my understanding.

Anyway, what I did was swap the two around.  I'd be interested to see
what your alternative interpretation of this is...

but accept a message with or without one.
