Yes, but it also blocks all the thousands of legitimate messages from that
address (like mine). Basically, a spammer can co-opt or hijack an IP block
this way, by using it to transmit spam. This happens to lots of legitimate
ISPs though. I get plenty of spam from AOL, Netscape.net, etc. Even on my
home machine, I can't realistically block all incoming mail from those
sources, since I have friends and clients who use them. That is my quibble
with tools like SpamCop. The innocent suffer for the guilty.
