The prototype for WinCreateObjects is:

PSZ pszTitle,
PSZ pszSetupString,
PSZ pszLocation,
ULONG ulFlags );
where pszSetupString is a.o. the object id. For example:
WinCreateObject(
"WPFolder",
"My Folder",
"OBJECTID=;",
"",
CO_FAILIFEXISTS
);
If you want to create a folder in this folder, then pszLocation is
"". Also the object id should be different.
