There was so much publicity from the US North East blackout years ago, I
reckon there should have been very large scale awareness, subsequently.
The media here was full of it, and our own utility managers here spotted
system security weaknesses and implemented change.

Only three should be plenty if the design and management of three routes was
suitable. Your auto has just one foot brake pedal, if the pivot fails then

to survive extreme abuse.
Good practice would be to put three lines between mega sites A and B, on

very different routes and preferably have significant design differences to
avoid common mode failures.

I don't know what "survivor" types are. Are these the Rambo types who would
blast everyone and everything, to ensure that they may "live"?
Private Militia, these are only mentioned in connection with training of 
alleged
terrorists for foreign countries. Political life here is rather tame, there
are no significant extremes. But, we have well settled immigrants who study
the politics of their previous homelands- make a lot of noise at sporting
events [many teams have foreign names, membership]. Said immigrants give a 
ot
of money aid to their overseas friends and it has been said that underground
training of commando/ terrorist fighters and bombers takes place. The media
manages to multiply these stories by a factor or ?10 so we don't know how 
uch
to believe.
I lived 60 plus years in Sydney but now, I am far out with the farmers.
