That depends on your OS. I don't think writing a file with content can be an
atomic operation from the OS point of view. It could happen that binkd sees the
file while it's content aren't written yet, so binkd sees an empty file when
it's trying to read it. This is a very small chance. Never the less it could
happen under some circumstances. When you want to make sure this doesn't happen
you will have to use the .bsy control file.
