Not with the 157-174 MHz VCO they won't.  These are strictly "government 
band" VHF high band radios.  You would have to change out the VCO (a 
non-trivial task) and re-tune the front end to get them down to the split 
that would be of interest.  (You would also have to have them re-programmed, 
but that's trivial if you have the software, RIB and cable.)
